Older Macs were only designed to read 8MB of RAM. Therefore, RAM over 8MB is automatically assigned to the system software (hence, the system software uses more RAM). You'll need to turn on 32-bit addressing. Go to the Apple menu, go down to "Control Panels", and select the "Memory" control panel. Make sure 32-bit addressing is turned "ON". Restart the computer and check the memory again (Apple menu, About this Macintosh). If you don't have the 32-bit option, you'll need a software program called "Mode 32".
